Anthropic emphasizes that as AI capabilities grow rapidly, targeted AI regulation is needed to leverage the benefits while mitigating the risks. The company describes its responsible expansion policy as a model of proactive safety measures.





As artificial intelligence (AI) systems rapidly advance, there is a growing need for targeted regulation to address potential risks without stifling innovation. According to Anthropic, a leading AI research company, governments around the world must act quickly to implement AI policies within the next 18 months to prevent catastrophic risks.

The need for urgent action

AI systems have made significant advances in a variety of fields, including mathematics, reasoning, and computer coding. These developments promise to accelerate scientific progress and economic growth, but they also pose potential threats, especially in the areas of cybersecurity and biology. Anthropic emphasizes that misuse of AI or unintended autonomous actions may lead to destructive applications and require immediate regulatory action.

Anthropic’s Responsible Expansion Policy

Anthropic developed the Responsible Scaling Policy (RSP) to proactively address AI risks. This adaptive framework ensures that safety and security measures are proportional to the capabilities of the AI ​​system. This policy requires repeated evaluation and adjustment of security strategies based on evolving AI capabilities. Since its implementation in September 2023, RSP has guided Anthropic’s approach to AI safety, influencing the organization’s priorities and product development.

Principles for effective AI regulation

Anthropic suggests that effective AI regulation should focus on transparency, encouraging strong safety practices, and simplicity. Companies should publish policies similar to RSPs and outline functional thresholds and associated safeguards. Regulations should also encourage companies to develop effective RSPs through incentives and standardized assessments to ensure flexibility to accommodate rapid technological advancements.

Global and national regulatory considerations

While federal regulations are ideal for uniformity across the United States, Anthropic acknowledges that the urgency of AI risks may require state-level action. Globally, Anthropic sees the proposed principles as having the potential to guide international AI policy, emphasizing the importance of standardization and mutual recognition to reduce regulatory burden.

Balancing innovation and risk prevention

Anthropic argues that well-designed regulation can minimize catastrophic risks without stifling innovation. The RSP framework aims to minimize compliance burden by quickly identifying non-threatening models. Anthropic also points out that safety research often informs broader AI advancements, potentially accelerating progress.

As AI systems continue to evolve, the need for responsible regulation becomes more urgent. Anthropic’s insights into targeted regulation provide a path to harness the potential of AI while protecting against risks.
