Citing a dangerous form of AI superintelligence, Ethereum co-founder Vitalik Buterin suggested temporarily shutting down globally accessible computing resources just to “buy more time for humanity.”
Buterin wrote his thoughts in a January 5 blog post as a follow-up to his November 2023 post. Here he supported the idea of “defensive accelerationism” (d/acc). The Ethereum co-founder said that superintelligent AI is only five years away from now and there is no guarantee that the results will be positive.
Moreover, Vitalik Buterin suggested a ‘soft pause’ on industrial-scale computer hardware, adding that it could be an option to slow down AI development. He also proposed cutting global computing power by 99% over one to two years “to give humanity more time to prepare.”
The Ethereum co-founder acknowledged that his initial post introducing d/acc contained only “a vague appeal to avoid building dangerous forms of superintelligence.” Now he aims to share more specific thoughts on addressing “AI high-risk” scenarios.
Vitalik Buterin weighs in on AI regulation
Ethereum co-founder Vitalik Buterin also took part in regulating the artificial intelligence (AI) industry. He therefore proposed only hardware “soft pauses” in cases where he was convinced that liability rules alone were insufficient.
Under these rules, any person or organization that uses, deploys, or develops AI could be held legally liable for damages caused by that model. The Ethereum co-founder also highlighted suggestions for monitoring AI development. This includes identifying the physical location of AI chips and mandating registration.
To control industrial-scale AI hardware, Buterin proposed a new approach to chip integration that would require weekly approval from three major international agencies. The Ethereum co-founder believes that these measures can ensure controlled and responsible AI operations globally. Buterin explained:
“Signatures are device independent (you can even require a zero-knowledge proof that they’ve been posted to the blockchain if you want) so it’s all or nothing. There is no practical way to authorize one device to continue running without authorizing all other devices.”
