Do you want to specify options as startup flags for Bitcoin Core or in a conf file?

Can I specify all startup options like: -nodebuglogfile or -txindex In the bitcoin.conf file: nodebuglogfile = 0, txindex = 0? Is it possible to set all startup options/flags without the same parameters as setting them to 0 or 1 in bitcoin.conf?
