According to Galaxy.com, on August 22, 2024, Ethereum developers gathered via Zoom for the All Core Developers Consensus (ACDC) Call #140. The meeting, which takes place every two weeks, focused on discussing and coordinating changes to Ethereum’s consensus layer (CL), the Beacon Chain. The call was chaired by Ethereum Foundation (EF) researcher Alex Stokes.
Pectra Upgrade
Stokes flagged a new CL spec release for Pectra upgrades, tagging it as v1.5.0-alpha.5 and recommending it be reviewed by the client team. EF Developer Operations Engineer Parithosh Jayanthi noted that the Geth client was producing incorrect blocks in Pectra Devnet 2, which the developers were investigating. Additionally, the Erigon client had issues staying connected to the standard chain, and there were additional issues with JSON RPC normalization issues in the execution layer (EL) client.
Pectra DevNet 3
Stokes confirmed that Pectra Devnet 3 will be released within a week, the specs of which can be found here. The EIP 2935 update to store past block hashes in the state will be integrated into Devnet 3. More details can be found here.
EIP 7251 Update
The developers are considering an update to EIP 7251 to address an edge case where correlation penalties are incorrectly calculated for slash validators with large valid balances. Stokes has encouraged client teams to review the update, which can be found here.
Beacon block body update
The developers have discussed adding a new field called “ExecutionClientRequests” to the Beacon block to simplify state transitions after the Pectra upgrade. The proposal can be reviewed in detail here.
Engine API Updates
Geth developer “Lightclient” has made a proposal to simplify block conversions in EL clients, which has been generally well-received. This change, which seeks to consolidate requests into a single type, can be reviewed here.
PeerDAS
EF Developer Operations Engineer Barnabas Busa announced that PeerDAS Devnet 2 will be released on August 23rd. Stokes shared the progress on EIP 7742, which aims to dynamically update Blob gas targets and maxes. Representatives from the Lodestar and Lightclient teams expressed their support for including EIP 7742 in the Pectra upgrade.
The developers have also discussed the possibility of configuring the blob count on the client, but no concrete decisions have been made. Progress continues on EIP 7688, Forward-compatible consensus data structures, but it has not yet been decided whether it will be included in Pectra. More details can be found here.

The developers agreed to name the next CL upgrade “Fulu” after a star in the Cassiopeia constellation. Representatives from ProbeLabs shared their insights into message propagation through Ethereum’s networking layer following the Dencun upgrade. You can read more about their analysis here.
