European Commission proposes AI misinformation guidelines for elections

The European Commission is seeking feedback on proposed guidelines to combat AI-generated misinformation in the upcoming European elections in May. The initiative seeks to address the potential threat posed by generative AI and deepfakes to democratic processes.

Technology platform regulation

Under the proposed guidelines, major tech platforms like TikTok, X, and Facebook would be required to implement measures to detect and mitigate AI-generated content to protect the integrity of the election process.

The draft guidance outlines specific measures to mitigate election-related risks associated with generated AI content. This includes proactive risk planning before and after election events and providing clear guidance to users during the European Parliament elections.

Fighting against misleading content

Generative AI can create and disseminate misleading synthetic content to influence voter perceptions and election outcomes. The guidelines suggest measures to warn users of potential inaccuracies, direct them to trustworthy sources, and implement safeguards against the creation of misleading content.

Transparency of AI-generated text

The guidelines encourage transparency measures for AI-generated text and urge platforms to indicate the sources of information used to create content. This transparency allows users to verify the authenticity of information and contextualize its significance.

Derived from legislative proposals

The proposed guidance takes inspiration from the EU’s AI Act and the AI ​​Pact, aiming to establish best practices for risk mitigation in the context of AI-generated misinformation during elections.

Industry response

While the European Commission seeks comments on the directive, companies such as Meta have announced plans to introduce their own measures to deal with AI-generated content on their platforms. Meta plans to prominently label this content to increase transparency and user awareness.
