Weeks after Montenegro’s High Court approved Dokwon’s extradition, top officials agreed with the ruling and plan to eventually extradite the Terraform Labs co-founder to the United States, the Wall Street Journal reported.
Citing anonymous sources, WSJ reported that Justice Minister Andrej Milovich announced in a private discussion that he plans to extradite Kwon to the United States. Mr. Kwon has been imprisoned in Montenegro for several months on charges of document forgery.
Extradition is sought on charges related to financial crimes. Kwon had previously agreed to be repatriated to Korea, but Milovic was expected to make the final decision on which country would take priority.
Milovic has not yet announced his decision and may wait until the national court rules on Kwon’s final appeal against the court’s ruling, the WSJ said.

The United States has indicted former FTX CEO Sam Bankman-Fried in recent months, and recently charged Binance’s Changpeng “CZ” Zhao with anti-money laundering and sanctions violations. It made headlines. Zhao pleaded guilty after Binance agreed to pay a fine of more than $4 billion.
Kwon became the target of a global manhunt in late 2022 after global police agency Interpol reportedly issued a so-called red notice to him as a result of the collapse of two tokens he created, TerraUSD and Luna. The token collapse resulted in losses of approximately $40 billion.
