A report by the United Nations Office on Drugs and Crime (UNODC) published in January 2024 titled “Casinos, Money Laundering, Underground Finance and Transnational Organized Crime in East and Southeast Asia: Hidden and Accelerating Threats” reveals a complex and worrying situation. . This is especially the case regarding the misuse of cryptocurrencies and technological innovations in the illicit economies of East and Southeast Asia.

Changes in organized crime: Transnational organized crime has developed significantly in Southeast Asia, particularly with the increase in cross-border trafficking of synthetic drugs and other goods. Organized crime groups have embraced technology and revolutionized the region’s criminal landscape.​​

Rise in online casinos and cyber fraud: The COVID-19 pandemic has led to a surge in online casinos and cyber fraud in Southeast Asia, especially the Mekong region. The organized crime groups that run many of these operations have leveraged data mining, blockchain technology, and increasingly generative AI to significantly complicate law enforcement efforts.​​

Underground Banking and Money Laundering: This report highlights the essential role of casinos and junkets in the underground banking and money laundering infrastructure. This includes a variety of methods, including cash-in-cash-out, collusion between gamblers, junket financing, and misuse of casino VIP cash accounts.

Cryptocurrency Infiltration into Illegal Activities: Organized crime groups are increasingly incorporating cryptocurrencies into their illegal betting activities. This includes the use of sophisticated high-speed money laundering ‘motorcade’ teams specializing in underground fiat exchanges (USDT).

monitoring and regulation: The increase in integrated cryptocurrency operations, branches operating syndicates, and the complexity of online gambling platforms pose serious challenges for authorities. The anonymity of transactions and the lack of adequate compliance staff in the online gambling sector make it difficult to trace and verify the source of funds.​​

Generative AI and Deepfake Fraud: There is growing concern about the use of advanced technologies such as generative AI and deepfakes in cyber fraud schemes. These techniques allow fraudsters to create extremely realistic images and voices, which can lead to sophisticated investment scams and other malicious activities.​​

Policy and enforcement recommendations: The report proposes the development of a national action plan and regional strategies to address these challenges. Highlights the need to reform laws related to money laundering, asset forfeiture and casino management. It also recommends establishing a regional inter-agency forum to share information and intelligence, improving digital forensics capabilities, and mandating casinos to submit Suspicious Transaction Reports (STRs).
