US lawmakers push for legislation against deepfake images in response to Taylor Swift incident

US lawmakers are calling for swift legislative action to criminalize the creation and distribution of deepfake images, especially in light of the recent circulation of blatantly fake photos of Taylor Swift on various social media platforms, including X and Telegram.

Regarding this incident, U.S. Representative Joe Morelle said: express They expressed strong opposition and emphasized the importance of passing a law to prevent intimate image deepfakes. The bill aims to make non-consensual deepfakes a federal crime, and Morel called for urgent action to address the problem.

The threat of deepfakes

Deepfakes involve using artificial intelligence (AI) to alter an individual’s face or body to create manipulated videos. There are currently no federal laws that specifically address the sharing or creation of deepfake images, but some lawmakers are taking steps to correct this gap in the law.

The UK has already made sharing deepfake porn illegal under online safety laws. As revealed in the 2023 State of Deepfakes report, a significant portion of deepfakes posted online involve pornography, and approximately 99% of targeted individuals are women.

Growing concerns about AI-generated content

Concerns about AI-generated content are growing, with the World Economic Forum highlighting the potential side effects of AI technology in its 19th Global Risk Report. This report addresses the intended and unintended negative impacts of advances in AI and related technological capabilities, including generative AI and deepfakes.

International awareness and action

Canada’s main national intelligence agency, the Canadian Security Intelligence Service, has also expressed concern about disinformation campaigns leveraging AI-generated deepfakes on the internet.

The United Nations highlighted that AI-generated media is a significant and urgent threat to information integrity, especially on social media. The United Nations emphasized that the risk of online disinformation has increased due to rapid technological advancements, particularly in the areas of generative artificial intelligence and deepfakes.
