OFAC Sanctions Russian Drone Developer KB Vostok Amid Ukraine Conflict

OFAC has imposed sanctions on Russian drone developer KB Vostok for its involvement in the invasion of Ukraine, disrupting Russia’s military supply chain.





According to Chainalysis, the U.S. Treasury Department’s Office of Foreign Assets Control (OFAC) announced additional sanctions on August 23, 2024, targeting approximately 400 entities in an effort to disrupt Russia’s military supply chain and procurement network. Among the entities designated is KB Vostok OOO, a Russian drone (UAV) developer implicated in the invasion of Ukraine.

Who is KB Bostock?

The company, also known as KB Vostok, Vostok Design Bureau, is known to have designed UAVs that are deployed by the Russian military. The Ministry of Finance highlighted the company’s Scalpel UAV, describing it as a “one-way attack platform capable of carrying a payload of up to 5 kg.” In a statement carried by Russian news agency TASS in September 2023, KB Vostok mentioned ongoing talks with the military about the technical requirements of the aircraft.

Scalpel UAVs are known for their ease of production and low price, costing around 200,000 rubles ($2,200) per unit, making them a cost-effective option amidst the intense sanctions pressure on Russia. The country has worked closely with Iran to acquire and deploy lethal UAVs in Ukraine, highlighting the importance of low-cost UAVs in conflict zones.

Investigating KB Vostok’s on-chain activity

The OFAC designation also included the USDT wallet address that KB Vostok used to request donations. Analysis of the wallet’s on-chain activity suggests a possible UAV purchase by KB Vostok. Of the 18 USDT deposits received, 16 came from a single counterparty, often matching the price of the Scalpel UAV, indicating a possible purchase.

Given KB Vostok’s support of Russian military operations and transactions, the counterparty is likely part of a larger entity within the Russian military supply chain. Since January 12, 2023, this counterparty has processed nearly $40 million in transfers, often in large quantities, suggesting significant involvement in the military supply chain.

Additionally, the counterparty processed over $100 million USDT cumulatively using multiple deposit addresses on the Russian sanctioned exchange Garantex, indicating extensive use of Garantex to facilitate these activities.

Targeting the Russian War Machine’s Use of Cryptocurrencies

OFAC’s designation of KB Vostok and its associated wallet addresses highlights the use of cryptocurrencies to fund military activities within the Russian war machine. This action highlights the critical role blockchain analytics can play in tracking and disrupting these efforts.

As cryptocurrencies become increasingly integrated into the global financial system, the U.S. government’s efforts to disrupt the financial support networks of the Russian military-industrial complex, including cryptocurrencies, underscore its commitment to weakening hostile military capabilities and supporting Ukraine’s defense. The designation of approximately 400 entities worldwide, announced on the eve of Ukraine’s Independence Day, speaks to this resolve.
