Mining theory – does hash rate/hash power indicate the number of single or double sha256 operations that can be performed per second?

For example, when someone says they have a hash rate of 240H/s, does that mean the ability to perform 240 SHA256 hash operations (equivalent to 120 double SHA256 operations) or 240 double SHA256 operations? That is, does the term “hash rate” or “hash power” refer to the number of single SHA256 hash operations, or the number of dual SHA256 operations someone can execute in one second?
