NCA targets Russian money laundering network in key activities

Britain’s National Crime Agency has disrupted a major Russian money laundering network, arresting 84 people and seizing €20 million worth of cash and cryptocurrency.





The UK’s National Crime Agency (NCA) has successfully disrupted a large-scale Russian money laundering network worth billions of dollars. This international effort, known as ‘Operation Stabilization’, resulted in the arrest of 84 people and the seizure of €20 million worth of cash and cryptocurrency, according to Chainalysis.

The operation was conducted by the British National Police, the French National Police, the U.S. Treasury’s Office of Foreign Assets Control (OFAC), the Drug Enforcement Administration (DEA), and the Federal Bureau of Investigation (FBI). Their joint efforts were pivotal in arresting individuals linked to the Smart and TGR networks, the main players in the laundering operation.

Key figures and sanctions

OFAC sanctioned four entities and five individuals associated with TGR. Among them are George Rossi, Elena Chirkinyan and Nikita Vladimirovich Krasnov, all of whom were accused of facilitating money laundering for elite clients. The sanctions include cryptocurrency addresses linked to these individuals, highlighting the widespread use of digital currencies in their operations.

Russian-speaking networks Smart and TGR were involved in transferring funds across borders by exchanging cash and cryptocurrencies. They served a wide range of clients, including criminal organizations and sanctioned individuals, by providing access to prohibited financial markets. The network spans more than 30 countries and utilizes a complex web of controllers and carriers to execute transactions.

Impact on financial crime

The NCA’s efforts have significantly disrupted the financial operations of these networks, which are deeply embedded in the Russian financial sector. The operation highlighted the importance of international cooperation to combat financial crimes, especially those related to cryptocurrencies. As Will Lyne, head of cyber intelligence at the NCA, noted, the traceability of blockchain technology has played a key role in uncovering illicit activity carried out on these networks.

The NCA and its international partners remain vigilant in monitoring and dismantling Russia-based cryptocurrency laundering networks. These actions reflect a broader commitment to maintain the integrity of the global financial system by targeting transnational criminal organizations that use digital currencies for illicit purposes.
